The Netherlands is an immigration country since long time ago. From the many consequences that this brings, one is that there is a long tradition of experts, both researchers and politicians, whose lifework is allocated to the allochtoon question.

But what this richness of persons focused in the issue has not produced is a coherent, reliable and, perhaps most important, regular barometer. It borders the impossible to evaluate the state of the discussion now with the state of the discussion three years ago. Of course individual persons recognize different turning points, like the WRR report of 1979, or 11/9. But we still miss the detailed picture in between. Are the relevant issues anno 2000 the same than the issues anno 2007?

Of course, many societal barometers have been developped, like the well known enquete 21minuten, or the less known SPVA monitor. We do not aim to repeat this instruments. Our barometer is concerned with experts and opinion-makers. We are developping a standard set of questions that could be repeatedly presented to a selected pannel of analysts, both in the politics and in the research fields.

The question that the variogroep intend to answer with this initiative is the status of the discussion around allochtoon Nederland. We want to tabulate what researchers and politicians consider the crucial points of the debate, along time.
